You can't have a iPhone with T-Mobile. You should set up a plan with AT&T

Yes it will lock your phone to att.
stay on 3.1.3 theres no reason to update a 3g to 4.0,because it doesn't support the new features.
that's why the 3g was discontinued last month.

Updating will restore the lock. However, the phone can be re-jailbroken/unlocked with Redsn0w/Ultrasn0w.
