1) The SIM card should have been deactivated. If it was not, it's still in his name. Just take ther SIM out and that's it. And no, you won't get billed for the internet. Because it was through WIFI and not 3G. The SIM wasn't in there, so you can not connect to 3G.
2). After you jailbreak it, it will be working fine. You need to change some settings in order for it to work with T-mobile. You can make calls etc. Obviously you will be billed for this. It is your SIM card.
3) HUH? If you have texting etc. , you won't be billed.

BOTTOM LINE: It will work like any other phone with your SIM card in it.
